The predecessors of Charles Fay's slot machine paid the winning gambling player in forms of cigarettes, soda, or candy bars. This is because gambling laws prohibited the use of money for prize. This is where Charles Fay made a big difference in the world of gambling.

He went against the rules and proceeded on making a gambling machine that would give money as prize, but the machines did this with subtlety. On the machines of Charles Fay, you will see there written that the pay out is in form of drinks, not in money. This was his way of evading the gambling laws, and it has proven to be effective.

His gambling machine consisted of three reels. On each of these reels, drawn are ten images, usually fruits and bells. To get the jackpot prize, the gambling player must make a combination of three bells by inserting a coin in the slot, and pulling the handle to stop the reels from spinning.

Because of these bells, Fay's gambling machines had been known as the liberty slots machines. After he came out with his liberty slots machines, many have followed suit, observing Fay's standards on slot machines.

The next man who is influential to the evolution of this gambling game is Herbert Mills. Herbert Mills was a rich guy, owning the mills novelty company. In 1907, he entered a business partnership with Fay to produce more of these gambling machines. In 1910, they had come up with operators bell, a variation of Fay's slot machine. Instead of the original number of the images, the operators bell had more images on its reel, twenty in fact. By that time, they produced more than twenty five thousand slot machines. But these are still illegal. However, the legalization was clearly not an issue for fans of this gambling game.

Bugsy Siegel is the third man who contributed largely to the development of this gambling game. He made this gambling game more popular by putting Fay's slot machines in the Flamingo Hotel.
